Short-Form Video Formats for Democratic Participation and Media Literacy – A Cooperative, European Media Project
Trust in democratic institutions and the media is under pressure across Europe. Polarization, disinformation, and political overload increasingly shape public discourse — especially in digital spaces. Activation is a European media project that responds to these challenges through contemporary short-form video formats, making democratic participation tangible as a concrete, learnable practice.
What is Activation?
Activation develops short, emotionally driven videos (30–90 seconds) that demonstrate how democratic tools can be used in everyday life—accessible, mobile, and shareable.
- Social-first short video series (Reels, Stories, Shorts)
- Emotional, cinematic, non-didactic storytelling
- Each episode links everyday situations with concrete democratic participation tools
- Every episode ends with a clear call to action
The project addresses people who primarily engage with politics through digital media and who rarely feel directly addressed or capable of taking action.
Target Audience
Activation primarily targets young adults and working professionals (approx. 20–40 years) who:
- regularly use social media
- are politically interested but not formally organized
- need to navigate the digital information environment
The project operates precisely at the intersection of media literacy, democratic education, and digital everyday life.
European Perspective & Media Literacy
Each episode connects a Europe-wide relevant issue with a specific democratic instrument, such as:
- European Citizens’ Initiatives
- petition and complaint procedures
- transparency and access-to-information rights
- institutional participation mechanisms at EU level
Media literacy is not conveyed abstractly but experienced in practice: users learn to contextualize information, understand power structures, and take action themselves.

Investment Scam (Media Literacy)
Vadim’s car breaks down in the middle of the road. While waiting for roadside assistance, a modern new car passes by. His bank account shows only a few hundred euros left. He closes the banking app and starts scrolling through Instagram.
He comes across a video: an international expert is presenting an investment opportunity that promises a way out of difficult financial situations. The video appears professional, credible, and trustworthy. Acting on impulse, Vadim transfers part of his remaining money.
The money is gone forever. Vadim is forced into debt.
The episode demonstrates how trust in media and supposed experts is deliberately exploited through fake or manipulated videos. It concludes with statistical context on online fraud and disinformation in Europe and points viewers to a concrete media literacy tool: CORRECTIV’s WhatsApp fact-check service, which allows users to verify content and check sources.
Sample-Episode: Pay Transparency
In a meeting, Judith presents an idea. Shortly afterward, the same idea is repeated by Johannes—and recognized. Judith is overlooked and also earns less than her colleague.
The episode follows Judith’s response: she uses a formal salary disclosure and transparency procedure within her company. The episode concludes with statistical context and direct references to further information and participation opportunities.

Activation is designed as an open, European, and cooperative initiative. It is planned to be developed within the framework of Creative Europe Programme (CREA) – Media Literacy Call. Partners are sought from various sectors, including:
- media and distribution partners (reach, platforms, co-publishing)
- NGOs and civil society organizations (topics, expertise, tools)
- production partners (co-production, local adaptations, multilingual versions)
- education and network partners (audiences, outreach, evaluation)
The format is modular, multilingual, and transferable to national contexts.

Goal: Building a European partner network and submitting a joint application under the Creative Europe programme (Media Literacy).
Activation invites partners to co-develop, distribute, and expand content—with the aim of sustainably strengthening media literacy and democratic participation in everyday digital life.
